It is not worth at all to go to court,because you have to use money to get your case in the court system, then it takes for ever to get a hearing, you might as well just forget and fix it, going to small claims court is a waste of money and time.
The best and most effective is to keep it of court because if we do go to court it can last forever. The issue is that the people owing know that and prefer to wait for the courts...
You are very right, the judgement is never just and that is why many landlors this days ask for two months rent for deposit instead of one months rent deposit.
