Um, you have no knowledge but instead of assume nothing is happening, you assume there are charges and speculate as to their exact nature.

Generally it is best to assume absolutely jack is actually happening until you have some kind of credible evidence, which this thread palpably fails to offer. Otherwise we might as well assume reptoids run bitcoin, the FBI is run entirely by wombats, and they are waging intergalactic marsupial x reptile war in the Paypal head office. Why not, right?

It depends what your definition of 'raid' is. If the FBI, or a similar law enforcement organisation requested information from Paypal in a terrorism investigation, I don't think there would be too many problems with the request. I earn most of my income through paypal and I've always been happy doing so, they're a reliable company. If paypal refused to hand over information that would help catch terrorists, to the FBI, I'd have a bigger problem with that.

I don't think it would really matter to me if the FBI raided Paypal. Unless you've got a lot of high level fraud going on, they aren't going to care about what anyone at our level is doing.

They also use cellphones, do you think the FBI is planning on making a ban on cellphones because terrorists use them. The terrorists in Belgium also used taxis, obviously we should ban taxis everywhere. Oh, look, they used a suitcase, we should ban suitcases also. Just because terrorists do use paypal and bitcoins does not mean the FBI is going to raid them.

I heard in one of the Baltic states Paypal will soon have to allow the tax authority in to monitor people. As a lot of eBay sales etc do not get declared as it only passes through paypal rather than the banking system.

A good general rule of the is that PayPal is much more welcoming to people that can sue them than their customers. The idea that PayPal is going to fight off a government as opposed to create a burden for customers is ridiculous. They would just comply and avoid all the headache.

Yeah, this is a tricky area. My question would be how do they handle POS cash purchases. If a business is going to sell something over the internet and not record that sale to the gov´t, they could just as easily be selling stuff for cash and not reporting it. In the USA they mainly prevent this by making the fine so high that the risk of trying to do it and getting caught isn´t worth the amount you save on taxes. It would be very easy for Estonia to set up a sting operation and buy an item from the internet and then verify if the company reported that purchase. In the USA, the fine is $10,000 for a first offense and quickly escalates. Very few businesses will try to cheat that in order to save $2.

I'm no expert, but no terrorists are going to be funneling money through paypal. You have to be the dumbest terrorist of all time to send money via a large American company. Paypal is very much by the books. Any large suspicious transactions would get reported immediately.

Realistically they should keep track of Paypal transactions the same way that they do bank transactions.
