As part of the remedial measures in solving the issue of informal settlers or squatters in Metro Manila, there is a motion for the government subsidy on rental. This is an agreement by the government with apartments and low-cost condominiums to rent out their dwellings for 50% discount which amount is collectible from the government. The tenancy contract is to be submitted to the housing agency for processing and later on for collection by the landlord. This is a good measure but I think it will have a hard time to be passed in congress.

So basically their solution is to try to get rid of these people by giving them money. In my opinion that has never worked, if these people are poor and can't afford an apartment the only thing resulting from this is more poor people coming because they know that there the government will pay for their needs.

I can understand government subsidies for rent when it comes to students or other people who simply can't work full time.

It is really sad that the government is resorting to the wrong way of coddling the poor. What I see as a better solution is to provide jobs to the poor people instead of giving them free or subsidized housing. I think that system of subsidy is backfiring since the poor remain poor because they are dependent on the government, feeling that the government will always be taking care of them. And as you said, @crimsonghost747, the poor from the provinces will keep on coming to exploit the opportunity provided by the government.

Well, your government is really considerate. This is not a wrong strategy of aiding the poor though not the best. Having a dwelling place frees one of alot of worry and emotional baggage since you will only have to look for the daily bread and clothing. There is no worry of the landlord knocking at the end of the month which is stressful and decreases motivation and productivity. But I think the best alternative is construction of durable and cheap housing units to be handed over to the poor. This would be sustainable in the long run.

I wonder how it could be sustainable in the long run when those people from the provinces migrate to the city in the hope of getting free dwelling. And when they are awarded a dwelling, they stagnate by not striving to have a good job. And some of them would be joining syndicates and criminal groups. It's really a sad fate for some of them all because of their greed in getting free housing from the government. So I think the government should stop giving away houses and concentrate on creating jobs so those who work will have money to rent a house.

I am always interested when we get a case involving government intervention trying to fix these social problems. We always see the benefits and hear about the good and then we forget about the bad and the negatives and they seem to fade away until they are replaced by something else..usually another failed attempt. Maybe this is just me being cynical again though.

We have here the so called 4P which is a program to help the poor families. They are given a monthly allowance for food and some families also get rental allowances not to mention the housing provided by the government to lucky families. Unfortunately, those benefits are not all being used for the purpose because again those greedy for money would rent or even sell what the government had given them. Even the monthly allowance is being sold so they can get the money in advance.

This facility only for the native renters or also for the foreigners? It's the right decision. This decision must help the common people.
