They always begin as skirmishes. Small groups of militias start the fighting. They are repulsed. The militias recruit more 'soldiers' and other countries interested in the conflict send them arms or the cash they need for the arms. This is starting to get out of hand, but it will be nothing more than regional in even the worst case scenario, although Europe really doesn't need any more trouble than it already has. That region has always been plagued with ethnic conflicts, and it isn't going to go away.
It's still a very volatile region when it comes to ethnicity. But as before, the bigger European countries will step in if an all out war looks to break out.
