It's not really a topic these days, as it once was. However, it still gets mentioned occasionally. I think the solution to the question of enfranchisement for the U.S. citizens residing in the capital is to make them legal residents of Maryland. I can't think of a more practical solution. Maryland will pick up a few extra congressmen, and the residents of the district will gain two senators.
