I have been meaning to look into that card for Paypal. I don't have credit cards due to those APR rates they are a curse. I don't even have the money to afford a credit card.
Well the initial problem the OP presented was he wanted to get a credit card despite bad or no credit. A paypal debit card is quite different and is determined by how much money you have in your paypal account. Nothing on credit.
Wait... hold the train here! If I'm reading this correctly, you're saying that I can transfer PayPal funds to a prepaid debit card that's not their own PayPal card? If that's the case, this would be sooooo very convenient for me! I assume there's a link for it on the PayPal site that I just keep overlooking for some reason?
I'd suggest setting up an account with CreditKarma.com. They will provide you with a free credit report, and it will have most of the important information and your financial history on there. They will also suggest credit cards for you to sign up for. They recommend cards that you will have the highest likelyhood of getting approved for, based on your credit score. It's a pretty convenient and good tool to use.
If you necessarily need it, remember to pay the bills always in time otherwise it would affect your credit rank and therefore be a negative thing for your future credit rank.
I wouldn't use credit cards if you cannot afford to. The APR rates would kill my pocket and I just cannot afford a credit a card.
PayPal also offers a credit card, perhaps, you can peruse their website about the details. Also, Paypal can send you a debit card with your name on the card and you can use the card for direct deposit.
