So basically, the way I understand what the articles says, it means that the negative rates are actually counter tactics to fight a recession. The Fed has a good point in pushing banks to find more productive venues for their money in hand by setting negative interest rates for overnight deposits. This challenges the banks to exert more effort in making the money deposited in them more productive.
