Good point. When you behead dozens, hundreds, thousands of people, you undoubtedly get attention as a result, seeding hatred in people who are watching their atrocity. It's what fuels them to further do what they're doing. I'm pretty much sure that if we stopped caring about them for a while (WE THE PEOPLE, NOT GOVERNMENTS!!!) they'd stop. It's all a popularity game after all.
