This may be true in some cases, but not all. It's under the "Death Discharge" section of this Department of Education website. https://studentaid.ed.gov/repay-loans/forgiveness-cancellation I agree that having life insurance would be wise, but you're right... most students have enough debt, and insurance, sadly, costs so much.
That is just not fair. A grieving family now has to deal with the burden of student debt. You would think that the government would step in and do something, but the loan is probably through them anyway.
