What exactly are these quantitative rules? I will have to read into that more when I get time. Essentially he's calling it "smart" but he's just still passively trading.
This isn't really that new a concept. These have been around for at least four or five years. Essentially, it uses a bit of quant to screen but you can still get the benefits of buying in ETF form. It's the sort of concept that gets reinvented on a periodic basis.
