For decency, that 24-hour notice of the landlord before coming in is a good practice. At least the tenant cannot feel any pressure or harassment in the landlord's inspection or visit. Privacy is important to tenants as I had experienced being a tenant for 7 years. The unexpected arrival of the landlord is tantamount to spying on the tenant.
