It's to prevent spammers. You have to post a few legit posts before you are trusted enough to post links. It's a reasonable requests. This is probably the best forum I have been on when it comes to not getting a lot of spam posts. Rules like this one only serve to keep it that way.
Be patient, keep posting. You may need 50, or maybe 100 posts before you are allowed to post links. this as @Brandon points out is a great way to stop spammers who'll drop in solely to post some spammy link and disappear, hoping to siphon off some traffic from the forum.
I didn't know this as I have never posted a link but it does make perfect sense. So many forums that i have been on have been overtaken by spammers. It is crazy. The admins who came up with this rule were very smart to do so. This is definitely one of the better forums.
