I really can't say what the best resource is, in my ignorance I'd say all the tips I've picked up here on the forum, I've learned a lot about the stock market.
Low Price/Earnings, PEG, Price/Book, Price/sales. Strong cash flow, high ROE, history of strong revenue and earnings growth, accerations in earnings and rev growth and margins, etc. Be wary of financial manipulation such as share buybacks being used to reduce the # of shares so that the "earnings per share" becomes inflated.
