A friend wanted to sell his 500-square meter lot that is located in the subdivision beside our village. But the problem is the floods that visit their area everytime there is heavy rains. One suggestion is to fill the lot with more soil to elevate the surface. I didn't go for that so I showed him what would happen. There is a lot with the same problem that the owner had filled up such that the lot is now 1 meter above the road. It's good, no more floods but the driveway is so steep and it looks dangerous.

Where I live we have a lot of flood zones. They built up the land and built all these big malls and businesses on it. It was great for a while but years later everything is starting to sink and the buildings are starting to crack. It seemed like a good idea at the time but it is becoming a nightmare for the city. Also it is like a sponge so because they placed all the buildings on the swamp lands residential areas around them are experiencing worse flood, people basements and yard get filled with water. It is a real mess!

I don't know about that one. I am not really sure what can be done for areas that are prone to flooding short of building some kind of dikes, or flood walls to keep the areas from flooding. Dams. Levees, I mean there are a few things, but all of them are expensive, and if there is enough water coming in, some of these solutions are virtually useless, look at the effect of Hurricane Katrina for instance. People over here who are in a flood plain frequently have to buy extra insurance

Our town is located in a low lying area such that the big flood in 2009 left our town underwater for 2 days. The town engineer said that the only solution to prevent the floods is to give back the natural waterways. Most of the creeks were converted to residential subdivisions thus rainwater has nowhere to flow. The engineer added that filling up lots to be elevated against the road is not a good idea since the problem is the blocked water that cannot flow and not really the level of the ground.

Filling up the lot so it will be level with adjoining land might be a good idea. Then afterwards he could try to sell the land to any willing buyer who can put it to productive use. Or he could try sell it someone who knows nothing about the flooding unethical though [this] might be.

Confucious say those who build in flood zones and on barrier islands should expect to be one with water.

Yeah, I am sure if there is a solution it is bound to be expensive. I mean I guess all you can do is ask for other opinions and get estimates of what the costs could be. I mean it is kind of a scary situation since I am sure flooding could happen at any time. Good Luck with this one, I hope it works out in your favor.
