Will Base Rates Ever Move Back Towards More Historic Levels?

    Since the 2008/9 US sub-prime mortgage market crash, worldwide base rates have remained within touching distance of their historic lows. Just now we have the Bank of England contemplating moving UK rates into negative territory with the ECB already having done so in Europe. Will we ever see base rates move back towards more historic levels? Or are we simply living in a different world today where all of the statistics and average levels have been reset?
